If your GDE license (guard card) expired June 30, 2018 or prior (2016, 2014), your license is terminated and you cannot work as a security guard. There was a 1 year period to restore the license, that time has passed. Per the Board of Private Detectives and Guards:

Forfeited licenses may be restored within 1 year and subject to meeting restoration requirements.
Failure to restore a forfeited license within 1 year after the license expiration date will result in the termination of the license and the person must apply as a new applicant and meet current licensing requirements.

Example: if your guard card expired June 30, 2018 you had until June 30, 2019 to renew the license. Since more than 1-year has passed since the late renewal date of June 30, 2019, all expired guard cards (2016, 2014) are no longer valid and cannot be renewed. You must now re-apply to the DCCA for a new guard card.

If your guard card is EXPIRED do not register for the 4-hour Security Guard Continuing Education class as you cannot use the certificate to renew your license, you must go through the process of applying for a new guard card.
