The Elwood J. McQuire Award is given to an individual who has shown outstanding service, support, and contributions that have greatly benefited law enforcement, private security, or criminal justice. This honor recognizes someone who has made a significant impact for at least five years within the state of Hawaii. This year, the Law Enforcement and Security Coalition of Hawaii is proud to present this award to Mr. Jeffrey Owens, founder of Transcend Inc.
After serving with distinction for 30 years in the Honolulu Police Department, Jeff transitioned to the private security industry, where he has made substantial contributions to elevating industry standards and professionalizing the field. As the founder of Transcend, Inc., he has been instrumental in raising the bar for security training and leadership across Hawaii.
From 2012 to 2013, Jeff served as an Industry Member on the State of Hawaii Board of Private Detectives and Guards (BPDG), influencing policies that shape the security sector. He continues to serve on the ad hoc committee advising the BPDG on curriculum requirements for the renewal of security guard licenses, ensuring that training remains relevant and rigorous. Jeff’s commitment to advancing the industry is evident in his certifications, which include Certified Speaking Professional (CSP), Certified Virtual Presenter (CVP), and Certified Threat Manager (CTM) from the Association of Threat Assessment Professionals.
Jeff’s influence extends well beyond his business. He is active in professional organizations such as the National Speakers Association, Association of Threat Assessment Professionals, SHRM-Hawaii, ASIS International, Hawaii Hotel Visitor Industry Security Association, and Threat Team Hawaii, among others. His leadership has solidified his reputation as a key figure in the local and national security communities.
Through Transcend, Inc., Jeff has developed a state-approved curriculum that provides both initial and continuing education for security guards. In 2024 alone, he directly trained over 1,500 applicants, while his licensed instructors trained an additional 3,500. His innovative training model offers flexibility for both instructors and trainees, ensuring that the education process is both accessible and effective.
Jeff’s passion for excellence is reflected in his unwavering support for instructors, providing them with the tools and guidance necessary to deliver top-quality training. His attention to detail and commitment to quality ensure that the security workforce is highly trained and professional. For his remarkable contributions to the security industry, leadership in professional development, and tireless dedication to advancing the field, Jeff Owens is truly deserving of the 2024 Elwood J.
